No, I haven't found one yet. But I haven't spent a ton of time looking lately, been pretty busy. Is there someone at Valve I could contact about it? Forums look like a ghost town.

Isn't it possible to host the map from any sort of web-host and set up the fast-download that way?

Yes, but if the user is unable to download the map in under 30 seconds, CSGO will disconnect from the server.

It is working that way.

Hmmm...the server switched to de_aztec_proper_rc and it was downloading for about 15 minutes (and got to about 25% done) and I just disconnected and waited for the next map.
